Building has 4 floors. On the 1st – lobby with elevator, 2nd is empty (can be used as another one flat), 3d and 4th – your apartments. Also I added one screenshot to show what the floors of the building look like. The difference in levels caused by foundation. It makes main building higher, when entrance placed on way more lower foundation and serves as an elevator area. But both placed on the same 1st floor (same with other floors).
